Information Required to Apply to the Waiting List
NWPCOG requires a completed Pre-Application with an original signature. (No electronic or faxed submissions). Once completed, mail the completed Pre-Application to:

Families are placed on the Waiting List by date and time of application. There are no other preferences for selection from the list except than families who are elderly, disabled or have dependent children will be assisted before single adults who are not elderly or disabled.
You must provide us with a mailing address and notify us if it changes. We will contact you by mail for a Waiting List purge or when your name comes to the top. You will be given a deadline to respond. If you do not respond or if your notice is returned as undeliverable, your name will be removed from the list.

Information Required When Selected from the Waiting List
You will be notified by mail when your name comes to the top of the Waiting List. The letter you receive will give a deadline to respond. If you do not respond by the deadline, or if your letter is returned as undeliverable, your name will be removed from the list.
You must provide
- copies of each household member’s birth certificate and Social Security Card
- a certified police report for each household member age 18 or older
- documentation of income for each household member
- documentation of medical expenses if you are elderly or disabled
- documentation of child care expenses (if applicable)
You must present this information to the Housing Specialist in person. Do not mail the information or leave it at the County Office location. NWPCOG is not responsible for information mailed or left at any location.
Looking for Housing
Once you have qualified as eligible, you will be issued a Voucher, based on your household size and composition, and a Request for Tenancy Approval (insert link to form http://www.hudclips.org/sub_nonhud/html/pdfforms/52517.pdf). The Housing Specialist will give you a price range to look for a unit.
Eligible units may be a house, apartment or mobile home. Each unit must be inspected by a Housing Inspector prior to leasing. Click here for some guidelines for HUD’s Housing Quality Standards. (insert link to file on cogserver/housing/HOUSING QUALITY STANDARDS.doc)
HUD Regulations prohibit a tenant leasing from a relative under the Section 8 Voucher Program.
When you find a unit, you and the owner should complete the Request for Tenancy Approval and return it to the Housing Specialist. The Housing Specialist will give the form to the Inspector, who will schedule an inspection with the Landlord. The Inspector will inform the Landlord of any repairs needed. Once repairs are complete, the Landlord must contact the Inspector to schedule a reinspection. The unit must pass inspection before a contract can begin.
Your voucher has an expiration date. If you have not found housing, you must request an extension from the Housing Specialist before the voucher expires.
Income Reporting and Verification
NWPCOG uses HUD’s Enterprise Income Verification (EIV) System to verify income for all household members. This system is linked to Social Security, Employment Security and other systems and provides us access to income reported by these agencies.
Each client is required to report all household income, as well as any changes, within 10 days. This includes income from any household member (regardless of age), and may be either an increase or decrease in the amount.
Failure to report income or changes in income may result in termination from the program and/or criminal prosecution for fraud.
